[Edited extract from public address]

Positive Change Ahead for our Communities

It is a privilege to write to you for the first time as Chairperson of the Victorian Multicultural Commission.

I am honoured to have the opportunity to serve our multicultural and multifaith communities. I look forward to meeting many of you over the months ahead, listening to your experiences and learning from the people and organisations who contribute so much to our state every day.

This is an exciting time for multicultural Victoria.

This week, the Bill to amend the Multicultural Victoria Act was introduced into the Victorian Parliament. The Bill seeks to establish Multicultural Victoria, creating opportunities to strengthen the way government listens to, engages with and supports multicultural and multifaith communities. I look forward to helping build an organisation that reflects the aspirations and diversity of the communities we serve, prioritising a recalibrated and coordinated approach that promotes cohesion, equity and inclusion though legislation, policies, programs and partnerships.
As part of this transition, applications are now open for a range of leadership opportunities, including membership of the new Multicultural Community Advisory Group. This is a unique opportunity for community leaders to contribute their experience, insights and perspectives, helping ensure community voices remain central to the future direction of Multicultural Victoria. I encourage anyone with the passion and commitment for shaping Victoria's multicultural future to consider applying.
As we begin this journey, I look forward to getting out into communities across Victoria, meeting many of you in person and learning more about your work, your aspirations and the issues that matter most to you. Together, we can continue building a Victoria where every community feels heard, valued and connected.

Warm regards,
Louise Perry, Chairperson

VIC | ECCV | UPDATING | Community News | eBulletin #63 | July 2026

[Edited extract from public address]

Over the past weeks, we've seen multiculturalism take centre stage at the FIFA World Cup.

Spain may have lifted the trophy, but the Socceroos gave Australians plenty to be proud of. The Australian national team represents at least 15 cultural and ethnic backgrounds, including three players who were either born in or spent part of their childhood in, refugee camps in Africa before building new lives in Australia, and another who arrived as a refugee from Europe as a child.

Their story mirrors our nation, where almost one in three Australians are born overseas, and just over half of the population was either born overseas or has at least one parent born overseas.

At a time when migration is once again the subject of public debate and misinformation, the World Cup is a timely reminder that diversity is a strength to be celebrated, not feared.

Here at Ethnic Communities' Council of Victoria (ECCV), we've continued working with multicultural communities across Victoria as we prepare for the State Election later this year. Read on for the latest updates from across our work.

 News & Updates

IDENTIFYING | Community priorities

Each year ECCV conducts an annual members' survey to identify community priorities. In the last three months we have also spoken to more than 350 culturally diverse Victorians as part of community consultations across the state. This included community forums and roundtables held in Ballarat, Bendigo, Coburg, Craigieburn and Dandenong. This builds on work last year in Melbourne's west.

Participants highlighted racism and discrimination, mental health and wellbeing, cost-of-living pressures, access to services, and support for multicultural seniors as key concerns.

These priorities have helped inform ECCV's State Election Platform which will be released in the weeks ahead.

MARKING | Nelson Mandela Day

18 July marked Nelson Mandela International Day, a chance to reflect on the legacy and enduring values of the late South African leader and his lifelong pursuit of justice and equality.

ECCV CEO Farah Farouque was honoured to receive an Ubuntu Award for community service at an event and lecture hosted by the RMIT University Centre for African Engagement and the Nelson Mandela Day Australia committee. Farah was recognised alongside Rabecca Mphande, Dr Bruce Wong and Peter Uzande.

LISTENING | To multicultural communities on disability

Over the past few weeks, ECCV has been listening to multicultural communities to help shape the next State Disability Plan and Victorian Autism Plan.

Participants highlighted the need for better access to housing, more inclusive education, greater awareness of disability supports, culturally safe services, and stronger action to address racism, discrimination and social exclusion.

Consultations were organised in partnership with community leaders and key stakeholders, including Action on Disability within Ethnic Communities (ADEC), City of Hume, East African Women's Foundation, Migrant Resource Centre North West and Victorian Arabic Social Service.
"We need safe spaces where people with disability and carers can meet, socialise and feel culturally understood. Places where we belong, can share information and feel safe to talk." – Disability Consultation Participant

SHARING | 2026 Census: Information and Resources

The 2026 Census is on Tuesday 11 August. It is particularly important for multicultural communities to be accurately counted, including all visa holders and international students.

Census data helps governments, community groups and businesses plan services for people, families and communities. Your answers are private and protected by law and are not shared with other government agencies.

You can complete the Census online, on paper or with help from the Census team. In-language support is also available, with translated information and resources in 26 languages.

 Opportunities & Resources

Wyndham City Council has a range of grants for activities in the area, including those undertaken by community organisations. Applications for large grants of up to $40,000 for community strengthening will close on 31 July 2026.

The City of Melbourne and Victoria University are seeking input from people with lived experience of racism to help inform a new place-based anti-racism project.

AUST | GOV | ADVISING | AusAlert national test – Resources for multicultural communities

The Australian Government will test AusAlert, its new national emergency warning system at 2pm on Monday 27 July 2026.

Compatible mobile phones, tablets and smart watches will vibrate and play a loud siren-like sound for around 10 seconds, with a message clearly stating that it is a test. You do not need to take any action.

Resources are available to help communities prepare, including information for older people, people with disability and multicultural communities.

COMMITTED | To continuing to create opportunities to address gaps and deepen conversations in cultural responsiveness.

We’re already halfway through the year and there is much to celebrate.

We are joined this year by Thomas Nguyen, our Psychiatry Registrar. Thomas has contributed to a number of projects that enhance our practice. Along with our Consultant Psychiatrist Justin Kuay, Thomas attended the Chief Psychiatrist Quality and Safety Forum in March.

Our online learning hub has been redesigned and relaunched with a more intuitive and easy-to-navigate interface.

We have also updated two of our modules, Cultural Diversity & Assessment and Approaching Work with Interpreters in Mental Health Settings, with some of the latest frameworks and research.

And we’re happy to announce the launch of a new module: Introduction to Community Engagement in Mental Health. The new module considers what taking a community focus could look like in mental health, highlights histories of community care, and explores what is meant by the notion of community.

Listening to multiple narratives and experiences enriches our work every day. We genuinely thank all those who work with us and we are excited to continue our work together.

VIC | VMC | UPDATING | Community, News and Information | Wednesday 1 July 2026

[Edited extract from public address]

Welcome to the new financial year! There are several federal legislative changes taking effect from today, such as changes to the minimum wage to $26.44 per hour and the Government-funded paid parental leave increases to 26 weeks.

Here in Victoria, the Victorian Small Business Commission launched the revised guidance on retail leasing and dispute resolution for small business today, making it easier for small business to start and to manage their businesses. The revised guideline includes 14 languages and is easily accessible for anyone using AI in language. Small businesses, as we all know, play a critical role in sponsoring community functions and events and their success underpin a society that is cohesive, connected and prosperous.

Despite the progress we continue to make, recent acts of hatred remind us that there is still work to do. My thoughts are with the Muslim community following the recent assault on a father outside a mosque in Hampton Park. Acts like these have no place in Victoria and remind us of our shared responsibility to foster respect, understanding and inclusion. I also welcome the timely launch last night of a national media awareness campaign, Report Islamophobia, by the Special Envoy to Combat Islamophobia. Initiatives like this help us better understand the experiences of Muslim Australians and strengthen a Victoria where everyone feels safe, respected and valued.

Today, the VMC’s Regional Advisory Councils (RACs) also conclude, as the new entity, Multicultural Victoria, takes shape following the Lekakis Review.  I would like to publicly express my appreciation for the contributions of all RAC members in my time as Chair, and all RAC members who have contributed since RACs began almost 15 years ago. Their insights also helped shape the 2025 Regional Advisory Forum Report, leaving a lasting legacy for multicultural Victoria. I encourage you to read my farewell message to RAC members, along with our media release marking this important milestone.

Together, these reflections continue to remind me that much of the work that strengthens our communities happens quietly. Every day, community leaders, faith leaders and volunteers generously give their time, wisdom and care, often without recognition or expectation of fanfare. It is impossible to comprehend a society without the work of these unsung heroes.

That is why I encourage everyone to consider nominating an individual or organisation for the 2026 Victorian Multicultural Awards for Excellence. These awards shine a light on the people whose leadership, service and commitment make a genuine difference in our communities. By recognising their achievements, we inspire others to continue to contribute and participate, and make Victoria a place where everyone belongs.
Thank you, as always, for your continued commitment to strengthening our communities and enriching our multicultural state.

Warm regards,
Vivienne Nguyen AM, Chairperson

[Edited extract from public address]
Content Warning: Aboriginal and Torres Strait Islander readers are advised the following includes the names of First Nations people who have passed away. This email also includes distressing content.

We're reflecting on the children and families we’ve stood alongside, and the urgent work still ahead.

Across Australia, children are being harmed by the government and systems that are meant to protect them, through racism, over-policing, detention and denied healthcare.

At the National Justice Project, we work alongside families to challenge these injustices and push for lasting change.

With just one week left until the End of the Financial Year, gifts are currently being doubled and will help us continue taking on cases, holding institutions accountable and pushing for a future where every child is safe to simply be a child.
This month, we're also sharing what the Mark Haines findings mean after almost 40 years, and how you can support alternatives to police-led crisis responses.

 News and Updates

APPEALING | Every child deserves the freedom to just be a child.

Every child deserves the freedom to just be a child. Yet across Australia, government policies and systems continue to harm children through racism, over-policing, detention and family separation. We work alongside families to challenge these injustices, seek accountability and push for change. This EOFY, your support is being doubled and will help us continue standing with communities and working towards a future where all children are safe and cared for.

REPORTING | Coroner rules out suicide in death of Mark Haines

The Coroner has ruled out suicide as the cause of death of Gomeroi teenager Mark Anthony Haines and strongly criticised the way NSW Police investigated his death. Mark was 17 when he was found on train tracks outside Tamworth on 16 January 1988. The Coroner also found that racial bias likely influenced the response to his death. For decades, Mark’s family has fought for answers about what happened to him, showing extraordinary strength, dignity and perseverance in their fight for justice.

BUILDING | Momentum for alternatives to police

More than 200 people joined our Alternative First Responders: Turning Ideas into Action webinar from across Australia to discuss practical alternatives to police-led crisis responses. Speakers shared how health workers and grassroots organisations are already responding safely to health and social crises without the need for police interactions. The conversation focused on the urgent need for governments to invest in community-led models that are already keeping people safe.

RAISING | Concerns over rushed child protection reforms

Children's connections to family, community and culture are at risk under proposed changes to NT child protection laws. In a submission to the Legislative Scrutiny Committee, we have raised concerns that the reforms are being rushed through without meaningful consultation with First Nations communities.

NSW | GOV | HEARING | Your say: Mental health and policing interactions in NSW | survey closes 30 June 2026

When someone is in crisis, they deserve care, not force. Right now, the Law Enforcement Conduct Commission is reviewing how NSW Police respond to mental health call outs. Lived experience is powerful evidence and it matters. Share your perspectives.

The impact of racism on First Nations children

Speaking on SBS's The Point this month, National Justice Project's Ariane Dozer discussed the rise in racism across Australia and the growing number of reports involving First Nations children. Ariane highlighted the devastating impact racism has on children captured by the Call It Out First Nations Racism Register delivered by the Jumbunna Institute for Indigenous Education and Research and the National Justice Project.

VIC | VMC | UPDATING | Community, News and Information | Wednesday 17 June 2026

[Edited extract from public address]

Multicultural Victoria is shaped by the many voices, experiences and perspectives that contribute to the life of our state.

At the heart of that work is listening.

Over the past two months, the Victorian Multicultural Commission has held the final meetings of its Regional Advisory Councils (RACs) across the state. For almost 15 years, RAC members have been a vital link between communities and government, bringing local knowledge, lived experience and emerging issues into conversations that have informed policy, services and decision-making.

As this chapter closes, we thank RAC members for their time, insight and service.
Under the Victorian Government’s response to the Multicultural Review, community engagement will continue through Multicultural Victoria, ensuring communities remain central to the work ahead.

That spirit of listening is especially important as communities across Victoria mark Refugee Week and World Refugee Day. This year’s theme, A Million Stories, reminds us that there is no singular refugee narrative but rather a constellation of individual lives, each shaped by its own journey, history and meaning.

I was pleased to attend Refugee Week events hosted by the Migrant Information Centre Eastern Melbourne and the Rotary Clubs of Fitzroy, Collingwood and Richmond, where the conversations reinforced the importance of listening to lived experience and acknowledging the ongoing contributions refugee communities make across Victoria. Later this week, I look forward to attending a gathering honouring Vietnamese refugee community and their enduring contribution to Victoria.

Storytelling is also at the heart of the Multicultural Film Festival. Tomorrow, I look forward to attending the premiere screening and delivering an address at one of the VMC’s flagship annual events. The festival celebrates storytelling, creativity and community voice, providing emerging filmmakers with a platform to share their work and perspectives with audiences across Victoria. I warmly encourage you to attend and join us in celebrating the power of film to help us better understand one another.

Today, we acknowledge Muslim communities marking the Islamic New Year, a time of reflection and remembrance. Later this week, Korean communities will celebrate Dano Festival, bringing people together through cultural heritage and community connection.

As we look ahead, we do so with gratitude for all those who contribute their time, insight and care to our communities. Together, they help shape a stronger and more connected Victoria.

Warm regards,
Vivienne Nguyen AM, Chairperson

AUST | NJP | RAISING | Awareness, Support and Funds for Justice For Children Impacted By Incarceration

[Edited extract from public address]

Thanks to a generous matched giver, every dollar you donate before midnight on Sunday 14 June 2026 will be matched dollar for dollar, doubling your impact.

For the next five days, every donation to the National Justice Project will be doubled.

That means when you give today, you'll send twice as much support to children and families seeking justice.
  • $25 becomes $50.
  • $50 becomes $100.
  • $100 becomes $200.
  • $250 becomes $500.
Right now, we're seeking justice for children impacted by the government’s cruel offshore detention policies, standing alongside First Nations families challenging discrimination and fighting for young people harmed in youth detention.

But we can't do this work without supporters.

Our goal is to raise $200,000 before 30 June 2026 so we can take on more cases, support more families and continue holding governments and institutions accountable for harming children.

Until Sunday 14 June 2026, your donation will go twice as far. Please make the most of this opportunity to double your support for children’s safety.

Because every child deserves the freedom to simply be a child.
As a Public Benevolent Institution, The National Justice Project is endorsed as a Deductible Gift Recipient (DGR) covered by Item 1 of the table in section 30-15 of the Income Tax Assessment Act 1997.  Donations of $2.00 or more are tax deductible.

VIC | VMC | UPDATING | Community, News and Information | Wednesday 3 June 2026

[Edited extract from public address]

What does it mean to truly belong to a place, and to one another? It is a question that has shaped this fortnight in ways I want to share with you.

Wednesday 3 June marks both Mabo Day and the closing day of National Reconciliation Week (NRW) 2026. Mabo Day honours Eddie Mabo and those who fought alongside him for the legal recognition of Aboriginal and Torres Strait Islander peoples' connection to their land, a recognition that changed this country. This year's NRW theme, 'All In', carries that same spirit forward: a call to show up not occasionally, but with sustained and genuine commitment. Last Sunday I was honoured to attend the 2026 Victorian Aboriginal Remembrance Service, a ceremony that held grief and resolve in equal measure. It reminded me of what it means to bear witness with care.

World Environment Day, 5 June, is a global call to protect and take responsibility for stewardship of our shared world. The health of our air, water and ecosystems is inseparable from the health of our communities. For many communities across multicultural Victoria, the relationship with the natural world is ancient and intimate, held in language, story and knowledge of how to read a landscape and live within it.

Belonging, and the safety to belong, is also at the centre of the Royal Commission on Antisemitism and Social Cohesion. The Royal Commission is actively seeking submissions, and I would encourage you all to provide evidence. The VMC is particularly encouraging submissions from students, Jewish students from non-Jewish schools, young people from all walks of life, senior Australians from all walks of life, and people living in health and aged care facilities. If you require assistance making a submission, for example if English is your second language, please reach out to contact@royalcommission.gov.au for support. Submissions close 14 June 2026.

Another initiative to contribute to is the Jewish Community Council of Victoria's Educate 10,000 initiative invites all Victorians to engage with Jewish culture, community and learning throughout 2026, through a visit to a synagogue or museum, or a conversation with a Jewish educator. It is a meaningful opportunity to build the kind of understanding that strengthens communities from within, and I encourage you to take part.

We also extend our warm wishes to Bahá'í communities who observed the Ascension of Bahá'u'lláh on 29 May, and to Christian communities who marked the Ascension of Christ on 14 May, sacred occasions whose significance we acknowledge with respect.

Warm regards,
Vivienne Nguyen AM, Chairperson
