As we move into 2021, the Parliament remains a staunch aggregator and generative voice among global institutions and individuals of conscience.

As we close out 2020, we are spending this last month reflecting on the Parliament's significant history, celebrating accomplishments from the past year, and looking forward to an impactful future.

Continuing to Build Member Hub

At the end of 2018, the Parliament launched a new membership program, giving annual members access to exclusive content and engagement. In 2020, we started more frequent member updates with new content added to the Member Hub each week. We hosted the first few member-exclusive virtual engagement events, from webinars to virtual prayer circle to small-group discussions. In 2021, we will continue to grow the engagement opportunities offered to members.

More Webinars and Workshops

In 2020, we connected in new, virtual ways and adapted to having a strong, virtual presence. In 2021, the Parliament is planning for a year full of rich, substantive programs through our growing virtual platforms.

Ramping Up Critical Climate Action

In 2020, we released a new report on faith-based organizations' progress toward the United Nations' Sustainable Development Goals. In 2021 and beyond, we will continue to track and report this continuing progress. In 2021, we will also continue to promote our newly published Faith for Earth: A Call for Action.

As a founding member of the Interfaith Rainforest Initiative, the Parliament will engage in 2021 as advisory council member for the emerging faith and biodiversity initiative.

2021 is also a critical convening year in international climate action, with the UNFCCC COP26 in Glasgow and the UN Environment Assembly.

Responsible Observance of WIHW

In 2021, the Parliament remains a committed partner of organizers around the world as we consider the question, "How can we socially distance but remain socially connected in these challenging times?" in observance of the 2021 United Nations World Interfaith Harmony Week.

Responsible Parliament Convening

In the midst of global pandemic, it is difficult to know when we can safely plan to convene in physical space again. While we look forward to the day when we can safely select a city for the next physical convening, in the meantime we remain a steadfast virtual presence.

The Victorian Multicultural Commission extends a heartfelt thanks and appreciation for the amazing work that individuals, organisations and communities have undertaken during this most challenging year.

Message from the Chairperson

This year we have faced many challenges and in these times of adversity we found resilience, collaboration and leadership. I share my reflections on 2020 and our strategic priorities for 2021.

Last week we celebrated the 2020 Victorian Multicultural Awards for Excellence, which was broadcast on C31 and live streamed on our Facebook on Wednesday 16 December. We hope you enjoyed the broadcast and if you missed it, please visit our Facebook page to watch.

The overwhelming response of nominations this year has reflected not only the difficulty of the past year but also the spirit of Victorians to band together and support each other during these difficult times. I offer my sincere congratulations and gratitude to not only those who have been highly commended and the winners of specific categories but to all who were nominated.

As we continue to have zero days of coronavirus (COVID-19) cases in Victoria, I would like to thank everyone for their ongoing commitment to keeping our community safe. Please continue to get tested so we can enjoy a COVID-Safe new year. Below are links to translated materials to help us stay safe while celebrating during the festive season.

We're also sharing information on the culturally and linguistically diverse youth content campaign that is seeking proposals from young Victorian creators to develop content to promote COVID-Safe behaviours.

Culturally and Linguistically Diverse (CALD) youth content campaign

The Victorian Government is supporting young people from culturally and linguistically diverse backgrounds to amplify their voices and encourage COVIDSafe behaviour during our road to recovery. Funding between $2,000 and $20,000 is available.

The CALD Communities Taskforce invites proposals from young Victorian creators from culturally and linguistically diverse backgrounds to develop and produce content that will inspire and reinforce the COVID-Safe behaviours.

Mentorship from industry professionals and a series of free workshops will be available to all applicants to help plan and develop the creation and distribution of their work.

To find out more about this opportunity, potential applicants are encouraged to join the free virtual information session at 12.30pm on Thursday 14 January 2021.

The City of Port Phillip is sponsoring a variety of recreational programs funded through the Youth Access Grants Program, including Dance and Drama classes, Outdoor Connections, Holiday Program and the Mobile Activity Centre (MAC) at Park Towers.

CoPP | ANNOUNCING | FReeZA's "Vision" Zine | now available

Young people in the Victorian community have been significantly impacted this year due to loss of casual employment, disruption to schooling, and few opportunities to socialise with peers. 

Despite these challenges, the City of Port Phillip’s 2020 FReeZA Committee came together online to create a zine named ‘Vision’. 

It has been thoughtfully constructed in the hope to bring some of the experiences that have been missing most of the year: connection, art, dance, language, culture, voice, humour and creativity.

Thankyou to all for responding to this global COVID-19 crisis as best as possible. Keeping us ticking along and as safe as practical, received with gratitude.

Let us continue to cheer on global scientists, medical fraternity, authorities and essentialists racing across the clock separately and together in new found ways. Managing the situation, finding a cure, and if not, creating mass-producable innoculations.

Thankyou to authorities, community organisers, dignatories, participants, community and individuals who tirelessly gather. Through times, good, bad and indifferent. Meeting with one heart, one mind and one motivation: to make or hold peace to grow benefits to share with a greater number of beneficiaries until including all.

And in case no-one has said it lately, thankyou for being you.

Acknowledging this message was created in Cities of Port Phillip and Glen Eira, the traditional lands of the Boon Wurrung and Wurundjeri peoples of the Kulin Nation. Respect is offered to past, present and future elders of all spiritual traditions. May we find together a generous way to accommodate those in need of refuge. 1. VIC | UPDATING | Pandemic Response

COVID-Safe Summer for all Victorians
The Victorian Government announced that Victoria will move to new COVID-Safe Summer restrictions from 11.59pm on Sunday 6 December. These new restrictions will be in place until at least the end of January.

Some of the important changes for all Victorians include:
  • Household visits: you may have up to 30 people visit your home per day.
  • Outdoor gatherings: Up to 100 people can meet in a public outdoor place.
  • Religious gatherings and ceremonies: allowed both indoors and outdoors with a maximum density of 1 person per 2 square metres. No patron limit.
  • Weddings and funerals: allowed both indoors and outdoors with a maximum density of 1 person per 2 square metres. No patron limit.
  • Community facilities: libraries, toy libraries and community venues are open with a maximum density of 1 person per 2 square metres. No patron limit.

Face masks
The Victorian Government has eased restrictions on the use of fitted face masks, as of 11.59pm on Sunday 6 December. These changes mean that you are only required to wear a fitted face mask when you are in indoor places such as:
  • on public transport
  • in a commercial passenger vehicle (taxis or rideshares)
  • inside an indoor shopping centre 
  • inside a supermarket 
  • inside a department store 
  • at an indoor market 
  • inside a furniture, hardware, or electronic store
You are still required to carry a face mask at all times when you leave the house. Wearing a face mask or face covering is strongly recommended when you leave your home and cannot keep 1.5 metres physical distance from others.

COVID-Safe Summer for workplaces
The Victorian Government has announced that businesses that work in an office setting, can have up to 25 per cent of workers return to the workplace at a time, from 11.59pm on Sunday 6 December.

Additionally, workers in an office setting will no longer need to wear a face mask in shared office spaces.

More information about future changes for office workers will be formally announced in the coming weeks. 

For all other businesses, the general COVID-Safe guidelines include:
  • ensure physical distancing (1.5 metres)
  • wear a face mask
  • practise good hygiene
  • keep good records and act quickly if staff become unwell
  • avoid interactions in close spaces
  • create workforce bubbles
All businesses must have a COVIDSafe plan for onsite operations.

Undertake interviews with guest speakers and produce podcasts, broadcasts or videos that can provide practical tips on utilising personal skills and talents, and community resources and networks, in order to live well with disability – at home, in the community and at work or school.

Local Festivals Fund Recovery grants 2020/21 aim to encourage and assist Not-For-Profit organisations and community groups to develop small to medium scale local neighbourhood festivals or events during Covid-19 recovery.

A maximum of up to $10,000 available per project. Projects must be completed by 31 December 2021.

Wikipedia asks you to defend Wikipedia's independence.

We're a non-profit that depends on donations to stay online and thriving, but 98% of our readers don't give; they simply look the other way. If everyone who reads Wikipedia gave just a little, we could keep Wikipedia thriving for years to come. The price of a cup of coffee is all we ask.

When we made Wikipedia a non-profit, people told us we’d regret it. But if Wikipedia were to become commercial, it would be a great loss to the world.

Wikipedia is a place to learn, not a place for advertising. The heart and soul of Wikipedia is a community of people working to bring you unlimited access to reliable, neutral information.

While it has been a truly challenging year for everyone, we have seen many inspiring acts of selflessness, generosity and community spirit. 

Message from the Chairperson

Here at the VMC we are excited to share that next week we will be announcing the recipients of the 2020 Victorian Multicultural Awards for Excellence in a wonderful online celebration, to reflect on the year and acknowledge the incredible work of outstanding Victorians. 

This should be recognised and celebrated. So join me and the Commission on 16 December for this special event - details below. 

We have come such a long way since August. I am so pleased to see Victoria record zero coronavirus (COVID-19) cases for more than a month now. I thank each and every member of our community for your contribution to this milestone - staying safe and getting tested so that we can enjoy a COVID-Safe festive season with our families and loved ones. 

I wish you all a happy and peaceful Hanukkah which begins this Thursday 10 December. 

This week we also share the current guidelines for COVID-Safe Summer for workplaces, and for all Victorians, including relaxed requirements around when you need to wear a mask.
We are also sharing two important opportunities for community organisations and individuals to contribute your expertise and insights - to improvements in communicating during emergencies, and reducing transport emissions.

2020 Victorian Multicultural Awards for Excellence​ - ceremony broadcast

The Victorian Multicultural Awards for Excellence honour extraordinary Victorians who are dedicated to creating a society where everyone can participate and belong. 
Proudly coordinated by the Victorian Multicultural Commission on behalf of the Victorian Government, the annual awards acknowledge the outstanding achievements of people and organisations who foster cross-cultural understanding and support migrants and refugees to fully participate in all aspects of Victorian life.  
The 2020 award recipients will be announced in an online ceremony broadcast via Channel 31 and on the Victorian Multicultural Awards Facebook page from 6pm on Wednesday 16 December.
 

COVID-Safe Summer for all Victorians

The Victorian Government has announced that Victoria will move to new COVID-Safe Summer restrictions from 11.59pm on Sunday 6 December. These new restrictions will be in place until at least the end of January.

Some of the important changes for all Victorians include:
  • Household visits: you may have up to 30 people visit your home per day.
  • Outdoor gatherings: Up to 100 people can meet in a public outdoor place.
  • Religious gatherings and ceremonies: allowed both indoors and outdoors with a maximum density of 1 person per 2 square metres. No patron limit.
  • Weddings and funerals: allowed both indoors and outdoors with a maximum density of 1 person per 2 square metres. No patron limit.
  • Community facilities: libraries, toy libraries and community venues are open with a maximum density of 1 person per 2 square metres. No patron limit.
Please ensure you read the full guidelines below to understand what is permitted.
 

Face masks

The Victorian Government has eased restrictions on the use of fitted face masks, as of 11.59pm on Sunday 6 December. These changes mean that you are only required to wear a fitted face mask when you are in indoor places such as:
  • on public transport
  • in a commercial passenger vehicle (taxis or rideshares)
  • inside an indoor shopping centre 
  • inside a supermarket 
  • inside a department store 
  • at an indoor market 
  • inside a furniture, hardware, or electronic store
You are still required to carry a face mask at all times when you leave the house. Wearing a face mask or face covering is strongly recommended when you leave your home and cannot keep 1.5 metres physical distance from others.
 

COVID-Safe Summer for workplaces

The Victorian Government has announced that businesses that work in an office setting, can have up to 25 per cent of workers return to the workplace at a time, from 11.59pm on Sunday 6 December.

Additionally, workers in an office setting will no longer need to wear a face mask in shared office spaces.

More information about future changes for office workers will be formally announced in the coming weeks. 

For all other businesses, the general COVID-Safe guidelines include:
  • ensure physical distancing (1.5 metres)
  • wear a face mask
  • practise good hygiene
  • keep good records and act quickly if staff become unwell
  • avoid interactions in close spaces
  • create workforce bubbles
All businesses must have a COVIDSafe plan for onsite operations.

 

SURVEYING | Community emergency response volunteers | closing 10 December 2020

Your assistance is sought with an important collaborative research project led by the Country Fire Authority (CFA), Department of Environment, Land, Water and Planning (DELWP), Safer Together, and Victoria State Emergency Service (VICSES). This research will help understand how communities want and need to be engaged in the post-COVID world.

These agencies play a significant role in helping Victorian communities to prepare for fires, flood and storm. This includes raising awareness, reaching out to diverse communities and empowering Victorians to prepare their properties and develop appropriate plans and strategies to ensure survival. 

CFA, DELWP, Safer Together and VICSES have developed an online survey targeted at agencies who have a role in communicating and engaging with their communities – not just from the emergency services sector. Through this survey, they are looking to understand how agencies have pivoted their practice during the pandemic to maintain effective communication and engagement channels. 

The survey takes approximately 10 minutes. 
 

TACKLING | Transport emissions: community panel​ | Expressions of interest close 11 December 2020

Infrastructure Victoria invites members of all communities to share their diverse perspectives. They want to hear from people of different ages, genders, jobs, accessibility needs, cultural backgrounds and postcodes to ensure the panel participants and solutions are broadly representative of the Victorian population. 
 
Infrastructure Victoria is seeking 450 Victorians to be involved in a series of online activities, between 25 January and 19 February 2021, to explore how we how we can be supported to transition away from petrol- and diesel-powered cars.

Participants will take part in online activities where they can ask questions, discuss key themes, share their views and ultimately provide advice and feedback to Infrastructure Victoria.

No subject knowledge is required to participate, Infrastructure Victoria is keen to hear from people with a diverse range of perspectives and experiences.

1. VIC | UPDATING | State of Emergency

From 11:59pm on Sunday 6 December 2020, Victoria moves to COVIDSafe Summer restrictions:

Eased restrictions will let Victorians get back to doing the things they love, while also protecting everything we have worked so hard to achieve this year.

This means that:
  • You must carry a face mask with you when you leave home. Wearing a face mask is only mandatory on public transport, while in taxis or ride share vehicles, or when going to large retail venues, including shopping centres, supermarkets and department stores. Wearing a face mask is strongly recommended indoors and outdoors when you can’t keep 1.5 metres distance from other people.
  • You can have up to 30 visitors to your home per day. There is no limit on the number of households those people come from. Front and backyards are considered part of the home.
  • Up to 100 people can meet outdoors in a public place. There is no limit on the number of households those people come from.
  • Record keeping continues to be an important tool for helping Victoria to stay safe and stay open. Businesses that are required to record the details of visitors should use electronic record keeping or QR codes. The Victorian Government has a free QR code service.
  • Restaurants, cafes, bars and pubs can open for seated and unseated service. They must use electronic record keeping and apply the two square metre rule to ensure that customers have enough room to keep 1.5 metres between themselves and others. There are no other limits on the number of customers. Venues can have up to 25 people before the two square metre rule needs to be applied.
  • Weddings, funerals and religious gatherings can occur with no limits on the number of guests or attendees. To ensure people can keep 1.5 metres distance the venue must apply the two square metre rule. If a service is conducted in a private home, the private gathering limit applies (30 visitors).
  • Dance floors can reopen in bars and pubs as well as at weddings. The four-square metre rule must be applied to limit the number of people on the dance floor and there can only be up to 50 people on the dancefloor at one time, if space allows.
  • There are also changes to the number of people allowed at community facilities such as libraries, sporting facilities (such as gyms), and entertainment facilities (such as cinemas).

6. AUST | TRANSLATED | Fact sheets about pandemic leave payments

Services Australia has produced new translated fact sheets about pandemic leave disaster payments. This is a lump sum payment for people who have to quarantine or self-isolate or who are caring for someone with coronavirus (COVID-19).

The fact sheets provide information about:
  • the payment
  • who is eligible
  • participating Australian states
  • how to claim.
The new fact sheets are available in 17 languages: Arabic, Chinese (Simplified), Dari, Dutch, French, German, Greek, Hindi, Italian, Maltese, Nepali, Punjabi, Spanish, Tagalog, Turkish, Urdu and Vietnamese.

7. VIC | PROVIDING | Disability counselling and advocacy support

Free and independent emotional support is available for people with disability who have experienced violence, abuse, neglect or exploitation, and their families and carers. This support is also available for people who are engaging with or considering taking part in the Disability Royal Commission.

The Department of Social Services have prepared fact sheets about this service in Arabic, Chinese, Farsi, French, Greek, Hindi, Italian, Spanish, Turkish, Urdu and Vietnamese.

8. VIC | PROVIDING | Inclusive Education: Making Sure Our Kids With Disability Can Be Their Best

A world-leading pilot in more than 100 Victorian schools delivering extra support to students with a disability will be rolled out across Victoria through a $1.6 billion Disability Inclusion package.
The number of students getting this extra support will double to 55,000 including students with autism, dyslexia or complex behaviours. Facilitators placed in the schools will help schools and families work through the new approach, and more than 100 extra staff will provide on-the-ground implementation support and program delivery.

9. VIC | PROVIDING | Free QR Code Service for Businesses with Visitors

Victorian business owners can now access a free QR Code Service to keep records of visitors. It’s as simple as registering your business, downloading and printing a poster with the Victorian Government QR Code and displaying it prominently in your business. Vistors will scan the QR code using their smartphone camera and these records help contact tracers in the event a positive case of coronavirus (COVID-19) is identified.

10. VIC | ENDORSING | Respect for Women: Call it Out 16 Days of Activism against Gender-Based Violence | from 25 November 2020

ECCVinTouch Multicultural Centre Against Family Violence (inTouch) and Multicultural Centre for Women's Health (MCWH), supported by Municipal Association of Victoria, are collaborating on a multilingual social media campaign to promote respect and call out common assumptions and barriers that arise in preventing violence against women from migrant and refugee backgrounds.

Key campaign messages in widely-spoken community languages will be shared from 25 November for Respect Victoria's 16 Days of Activism Against Gender-Based Violence 2020 campaign.

12. AUST | NDIS | Reforms – Information Paper 

On 28 August 2020, the Minister for the NDIS, the Hon Stuart Robert MP, also announced significant reforms to the NDIS, including the use of independent assessments, fully paid for by the NDIA.

  • This paper explains what the changes are and what they mean for people in the scheme and those applying to become participants.

13. AUST | NDIS | Price Guide update 

On 17 November 2020 the following NDIS guides were updated, with changes effective from Tuesday 1 December 2020:
  • Price Guide and Support Catalogue 2020-21
  • Price Guide 2020-21 for Specialist Disability Accommodation
  • Assistive Technology, Home Modifications and Consumables Code Guide.
Updates to the NDIS Price Guide and Support Catalogue 2020-21 include: 
Increased price limits for 369 support items as a result of the final Equal Remuneration Order (ERO) adjustment
New columns in the Support Catalogue to help providers identify if a support item is eligible for:
  • non-face-to-face support provision
  • provider travel
  • short notice cancellation
  • NDIA requested reports
  • irregular Supported Independent Living (SIL) supports.
The Assistive Technology, Home Modifications and Consumables Code Guide has been updated to include:
  • Clearer names and descriptions of 111 support items
  • Five high risk hearing support items that now require a written assessment and prescription from a qualified practitioner.

14. AUST | NDIS | Latest Quarterly Report now available 

The NDIS has released the latest Quarterly Report that provides a summary of how the Scheme performed from 1 July 2020 to 30 September 2020.

The report shows the Scheme is growing, supporting approximately 412,500 people with disability, with nearly 22,000 joining this quarter. Diversity is increasing too. Of note, 9.1 per cent of participants who entered this quarter identified as Aboriginal and Torres Strait Islander. This is the highest percentage in the history of the NDIS.

Cultural education programs connect children with culture bearers from all parts of the world who use experiential learning to explore identity through intercultural understanding and the Arts.

For educational settings (Preschools, Schools, Libraries, OSHC, Holiday Programs, Special Events), believe it or not the time has come to start planning your Harmony Week for 2021! After a very subduded Harmony Week this year as a result of the Covid-19 pandemic we have already turned our attention to next year to make sure everyone has a chance to celebarate this very special week. 

Harmony Week provides a fantastic opportunity for everyone to create a platform for cultural representation within their community.


In 2021 we will be offering all of our programs via virtual delivery, as well as in-person incursions, to ensure everyone has access to these programs.

Both virtual and in-person programs are available 30 minute formats for pre primary, 50 minute formats for primary and secondary schools. If you would like a larger celebration or to explore more cultures you may like consider our multicultural half day or all day programs.

Get Your Dance on with Bollywood Infusion!

Bollywood Dancing – Dynamic, bright, fun and active! Bollywood Infusion brings the glamour and fun of India's famous film industry to students.

These fabulous classes available for students of all ages teach children about different regions of India, traditions and cultural celebrations as well as teaching them the basics of Bollywood dance.

This active program will have kids up and dancing, improving their fitness and learning some great new dance moves!

Introducing Four Seasons of Japanese Culture

Japense presenter and puppeteer – one of the newest presenters in the Cultural Infusion family, Aiko provides a fun and interactive introduction to Japanese culture and the major festivals.

Aiko's programs are designed for pre primary and primary school children and involve story telling, games, puppets and more! Children will learn some basic Japanese words and numbers, while being active and egaged throughout.

Aiko's programs are available for in-person incursions in Sydney and virtally across Australia.

A Taste of Harmony

Recipes for Harmony is Cultural Infusions's free digital resource, developed with the support of the Australian Government, for both educators and parents to share with students.

This interactive resource explores food as an integral aspect of culture that intertwines not only cultural traditions and practices, but the very history and spirit of community itself.
