1. VIC | State of Emergency Update

Currently, Melbourne is in Stage 4 restrictions. From midnight 13 September 2020, Melbourne will take a First Step towards COVID Normal while Regional Victoria, currently in Stage 3 restrictions, will jump to the Second Step of reopening.

By moving from stages to steps, Victorians are given a long-term plan for a path out of restrictions and into COVID Normal.

Importantly, the aim is that the whole of the state is at COVID Normal by the end of the year – making sure family barbeques, summer holidays and a trip to the beach can all still happen.

These steps will be guided by dates – and the data. That means if we’re on-track to take a step forward, we can do so confidently.

COVIDSafe principles remain:

  • Wear a mask or face covering
  • Don't go to work if you feel sick or unwell
  • Physical distancing (1.5 metres)
  • Cough and sneeze into tissue or elbow
  • Good hand hygiene
  • Outdoor activities

2. VIC | Coronavirus (COVID-19) roadmap to reopening

In affect from midnight 13 September 2020
Metropolitan Melbourne restrictions roadmap

  • First step only applies to metropolitan Melbourne.
  • Curfew in place 9pm to 5am
  • Stay within 5km of your home except for permitted reasons such as work or education if these can not be done at home
  • Exercise or recreation: 2 people or a household can meet outdoors for two hours maximum
  • Visitors to the home: "Single person bubble" 1 nominated visitor if living alone/single parent (all children under 18) 
  • Childcare and schools continue remote and flexible learning with on-site supervision for children of permitted workers
  • Playgrounds and outdoor fitness equipment reopen
  • Libraries open for contactless click and collect
  • Shopping for essentials, 1 person per household, once a day
  • Restaurants and cafes open for takeaway and delivery only

Regional Victoria restrictions roadmap

  • Only leave home for 4 reasons: school or work (if these can not be done from home), care or caregiving, to purchase essentials, exercise
  • Public gatherings: up to 5 people from a maximum of 2 households can meet outdoors for social interaction (infants under 12 months of age are not included in the cap) 
  • Visitors to the home: "Single person bubble" 1 nominated visitor if living alone/single parent (all children under 18) 
  • Childcare is open to all children
  • Schools return to onsite learning from Term 4 with safety measures
  • Outdoor exercise and recreation allowed
  • Restaurants and cafes open for takeaway and delivery only
  • Retail: open, with density and other restrictions, hairdressing open

3. VIC | Community Activation and Social Isolation Initiative (CASI) Translated Fact Sheets

The Victorian Government’s new Community Activation and Social Isolation (CASI) initiative is intended to help people who might be feeling lonely or have lost their regular networks during coronavirus (COVID-19) to build social connections and networks of support in their local communities. Factsheets on the service are available in Chinese Simple / Mandarin, Italian, Greek, Vietnamese, Arabic, Punjabi, Hindi, Sinhalese, Spanish, Turkish, Fasi, Somali, Chin Hakha, Karen, Dinka, Oromo, Tigrinya, Malay, Nepalese and Urdu.

4. VIC | Coronavirus (COVID-19) Extreme Hardship Support Program

Red Cross, Brotherhood of St Laurence and the Department of Health and Human Services have implemented the Extreme Hardship Support Program to provide emergency financial assistance to people who are unable to access income support.
 
To be eligible for this program a person must:

  • live in Victoria, and
  • be unable to access Commonwealth income support (such as JobKeeper or JobSeeker) or the Victorian International Student Emergency Relief Fund, and
  • have zero or very limited income, savings or community support
  • be a temporary or provisional visa holder, or an undocumented migrant.

To apply for emergency financial assistance go to www.redcross.org.au/vicrelief. Applicants will need their passport and bank statements showing transactions for the last three months. From Wednesday it will also possible to call a dedicated phone line on 1800 855 240. Speak to someone at Red Cross if you do not have the right visa or bank documents.
 
The website has information in simplified Chinese, Farsi, Malay, Nepalese, Spanish, Tamil, Urdu and Vietnamese.
 
FAQs and a fact sheet for community organisations are now available on the DHHS coronavirus website.
 
This emergency financial assistance complements other Victorian Government hardship supports available to all people living in Victoria, including the $1500 worker support payment, the $450 test isolation payment, the and the rent relief grant.

5. VIC | Pandemic Leave Disaster Payment 

For those who have exhausted their sick leave in Victoria. To apply, simply call 180 22 66.

6. VIC | Financial assistance for utilities for Victorians

The Department of Environment, Land, Water and Planning have prepared translated materials that highlight available financial assistance for utilities for Victorians during this difficult time. Please share this information widely with your networks to support Victorians facing financial challenges in paying for their basic necessities.

7. VIC | New business support to aid lockdown recovery

Announced Sunday 13 September 2020, Victorian Premier Daniel Andrews announced a new $3 billion package

  • $1.1 billion in cash grants for small and medium sized businesses to companies "most affected" by coronavirus restrictions;
  • The establishment of a $251 million Licensed Venue Fund with grants of between $10,000 and $30,000;
  • Payroll tax will be deferred for businesses with payrolls up to $10 million for the full 2020-21 financial year;
  • A further $137 million in tax relief on top of an existing $1.5 billion program of tax relief;
  • $20 million for small businesses to help them access digital programs such as Shopify, training and workshops to adapt their businesses to online operations;
  • $15.7 million for an export recovery package to address logistics and supply chain issues caused by the pandemic, and establish new export channels;
  • $27 million worth of savings for businesses from the waiving of liquor license fees;
  • $41 million savings for businesses from a 50 per cent cut in stamp duty for commercial and industrial properties in regional Victoria; and
  • Grants of up to $20,000 to businesses in alpine resorts.

8. VIC | GRANTS | Hospitality Business Grant Program

This Business Victoria program supports food service businesses that have been affected by the return to Stage 3 and Stage 4 ‘Stay at Home’ restrictions to help slow the spread of coronavirus (COVID-19) in Victoria. Eligible businesses will be provided with one-off, $25,000 grants to pay for business costs to support the continued operation of their business. An additional $5,000 is available for each additional premises, capped at a total of $20,000.

9. VIC | GRANTS | Commercial Landlord Hardship Fund | Open, closing 16 October 2020

The Victorian Government is offering grants for small private landlords who may not have the capacity to provide rent reductions to their tenants under the Commercial Tenancy Relief Scheme. Up to $3,000 per tenancy to eligible small private, individual and joint-owner landlords facing financial hardship after reducing rent for their tenants under CTRS requirements, from 21 August 2020 for eight weeks or until funds are exhausted, whichever comes first.

10. VIC | Pause on Evictions Extended and Extra Renter Protections introduced (residential and commercial) | until 31 December 2020

The Victorian Government will extend a ban on evictions and rental increases until the end of the year, increase assistance and ensure tenant turnover is taken into account in rental negotiations – giving tenants certainty and security they won’t lose their home or workplace during the pandemic.

Under the extension, evictions will continue to be banned for both residential and commercial tenancies until 31 December 2020, except in specific circumstances. Rental increases continue to be banned for the same period.

12. VIC | MAV | Shelter Commissions Program

Multicultural Arts Victoria is inviting expressions of interest for Shelter 2, a commissions program developed to respond to the unique challenges presented by coronavirus (COVID-19) for culturally diverse artists and communities. The second edition is open to culturally and linguistically diverse artists who live in or who were staying in any of 9 public housing estates in Flemington, Kensington and North Melbourne during the July lockdown.

“We're all in this together" yet every community is unique, with different needs and ways of connecting. There will be a focus on working with communities and language groups that might not ordinarily engage with the mainstream media.

Communities Council on Ethnic Issues (CCOEI) are running a series of free, online Multicultural Community Concerts to help keep communities connected and engaged. The series starts this Sunday 6 September and will include a special performance by Ade Ishs. A live online forum with thought leaders and special guests exploring notions of peace, marking the UN International Peace Day. Victoria University (VIUN) and its partners, the Victorian Multicultural Commission, the Institute for Economics for Peace, and the Australian Intercultural Society are pleased to invite you to be part of this very special online event which will explore notions of peace and what this mean to the Australian community, especially as we respond to increasing challenges to our social cohesion, our notions of well-being and health, and our way of life.

20. VIC | COMMEMORATING | UN International Peace Day: Shaping Peace Together | Monday 21 September 2020 | 5-6pm

Victorian leaders from faith and non-faith backgrounds are coming together in unity on 21 September 2020 for a virtual UN Peace Day event.  Accompanied by gentle guided commentary and music, each leader will light a candle for peace and hold a meditative space. All are welcome to join this event, so relevant to these times, celebrating and reinforcing compassion, courage and hope within the community.


21. VIC | Safe Steps | Escaping harm - even during curfew hours is OK

Community leaders dealing with matters of family and domestic violence need to be aware that those escaping harm can do so even during the curfew hours of 8pm-5am.

Anyone can leave their home at anytime to escape family or domestic violence. 

Safe Steps Family Violence Response Centre is Victoria’s statewide first response service for women, young people and children experiencing family violence.

22. VIC | VMC | Community Ambassador videos

The Victorian Government is sharing community ambassador videos, delivered by community leaders in their own language. In the videos, they share what the current coronavirus restrictions are, why they are so important, and instructions on wearing a face covering. By sharing these messages, you are helping your network stay safe and informed about coronavirus (COVID-19).

23. VIC | OPAN | Older Persons Advocacy Network | supporting over 51 different languages

Older Persons Advocacy Network (OPAN) supports ethno-specific organisations in Victoria, in their promotion of The Older Persons COVID-19 Support Line (OPCSL) within their communities.

Some older people are more vulnerable to COVID-19 but less connected to the internet and in need of ways to access information for their circumstances. The Older Persons COVID-19 Support Line provides information and support.

24. VIC | ECCV | Policy Issues Briefs: Impacts of COVID-19 on mental health, employment, social cohesion and ethnic seniors' clubs

The latest ECCV Issue Brief is informed by inputs from CALD seniors’ clubs and ethnic seniors’ federations and highlights the protective role they play in supporting communication and providing emotional and physical health support to their members. ECCV found that while ethnic seniors’ associations are effective community connectors that are sustained by the dedication and commitment of their members, the pandemic has heightened the threats to the organisational survival of many.

Science educator Michelle Dickinson, one of New Zealand’s most recognised scientists, has made a 4min video for parents on how to talk to their kids about Coronavirus.

On Sunday 4 September, the Victorian Government published a plan to carefully and progressively ease coronavirus (COVID-19) restrictions. This plan will help Victorians gradually and safely get back to work and enjoy many of the things we've been missing.

Message from the Chairperson

The feedback received this week is that many are feeling a little overwhelmed by the volume of information included in the roadmap. Summaries of the timings of each step and the changes to the restrictions are found on the Victorian Government website. A translated summary of this plan is also available in more than 50 community languages on the DHHS website at: www.dhhs.vic.gov.au/translations.

This week VMC also welcomed a new addition to our leadership team with the appointment of community leader, Bwe Thay, to the role of Deputy Chairperson. Many will know Bwe and the wonderful work he has done in the sector, with a focus on creating jobs and improving education for new and emerging communities.

The team look forward to working with him to deliver a range of initiatives that achieve positive outcomes for culturally, religiously and linguistically diverse Victorians – and to foster harmony and understanding between communities.

Join us for an International Peace Day online forum we are hosting with Victoria University, the Institute for Economics for Peace, and the Australian Intercultural Society. It promises to be a fascinating reflection on what peace means in these challenging times.

Sit back in the comfort of your own home with Ben Francischelli and James Rule to be amazed at the Lost World of Bayside’s Fossil Discoveries

Ben is a vertebrate palaeontologist from Museums Victoria, who specialises in the extraction, conservation, and preparation of fossils. He is currently leading the expeditionary fieldwork in Bayside (Melbourne), diving underwater to retrieve incredible discoveries of 5-million-year-old specimens with a team of citizen scientists. 

Seals are some of the poorest represented marine mammals in the fossil record, especially in Australasia. James will talk through what we know about the seals from Beaumaris, which represents the oldest evidence of seals in Australia. He outlines how new discoveries are changing what we know about broader patterns in the evolution of seals.

Message from the Chairperson

Sunday 6/9, Premier Daniel Andrews will outline the Victorian Government's roadmap to reopening the state. What we know so far is that this will be a long-term plan and reopening will take place over months, not weeks.

This week, we were pleased to host a meeting between the Hon. James Merlino MP and the Hon. Ros Spence MP with the Multifaith Advisory Group and other faith leaders to discuss how restrictions will ease in places of worship.

Together with the other members of the CALD Communities Taskforce, I look forward to continuing to  support the Government to ensure that the roadmap is well understood by all Victorians and we do not have to reinstate restrictions once they are lifted.

Nominations are now open for this year’s Victorian Multicultural Awards for Excellence. I encourage you to start reflecting on the people in your life who are working to strengthen our multicultural state.

Our Racism: Understanding your rights and taking action information sessions have commenced and we’ve had great feedback so far. There are limited places left in the remaining sessions.

We're pleased to share some upcoming virtual events that are keeping communities connected and engaged during the lockdown, including  Communities Council on Ethnic Issues (CCOEI) virtual music concerts, ABC Melbourne and Victorian Council of Social Services’ Victorian Voices livestream series, and the multifaith UN Peace Day event.

We’re also sharing opportunities for creative multicultural Victorians, with information on the Department of Premier and Cabinet’s Multicultural Festivals and Events grants, Multicultural Arts Victoria’s Shelter 2 commissions program and the SBS Emerging Writer’s Competition.

There will be a focus on working with communities and language groups that might not ordinarily engage with the mainstream media.

It brings together translated resources produced by Government & community agencies. The Health Translations September newsletter includes multilingual resources on women’s health, latest coronavirus (COVID-19) information, emergency calls, tax help, family violence, oral health and more. 

CCOEI Virtual Music Concerts

Communities Council on Ethnic Issues (CCOEI) are running a series of free, online Multicultural Community Concerts to help keep communities connected and engaged. The series starts this Sunday 6 September and will include a special performance by Ade Ishs. Tune in via their Facebook page to enjoy a variety of musical and dance acts from different cultural and community groups.

UN Peace Day: Shaping Peace Together

Victorian leaders from faith and non-faith backgrounds are coming together in unity on 21 September 2020 for a virtual UN Peace Day event.  Accompanied by gentle guided commentary and music, each leader will light a candle for peace and hold a meditative space. All are welcome to join this event, so relevant to these times, celebrating and reinforcing compassion, courage and hope within the community.

SBS Emerging Writers' Competition

Do you have a story to tell about growing up in diverse Australia? The SBS Emerging Writers’ Competition is a chance for budding writers to share their unique story on the theme ‘growing up in diverse Australia’. Writers have the opportunity to share their unique story and be in the running to win up to $5,000. Entries close 15 September.

VEC | ENCOURAGING | Gender Equity in upcoming Council Elections - Time to nominate

Gender equality benefits us all. While women make up roughly half the population, and the workforce (50.2%), they represent only 38% of women on Victorian councils.

Victorians need unity and leadership more than ever. The upcoming local government elections are a critical opportunity for women to stand and represent their communities and their values.

Women’s voices must be part of a post-pandemic recovery that addresses the disproportionate impacts on women. 

Now is the time to make right decisions about our future.

ECCV | UPDATING | New projects, events and initiatives to support communities | Friday 4 September 2020

Promoting culturally responsive ways to keep people safe during the COVID-19 pandemic. 

Supporting health messages made available in a range of community languages: it is critical to have a trained and resourced bi-cultural workforce to engage with and support multicultural Victorians.

Chair's Message

ECCV is currently updating its previous policy work on health literacy and language services for multicultural communities, by reviewing the public health response to COVID-19 as part of informing future approaches that effectively ensure the safety, wellness and connection of Victorians from culturally and linguistically diverse backgrounds.

ECCV was pleased to be invited to appear before the Public Accounts and Estimates Committee for the Parliamentary Inquiry into the Victorian Government’s Response to the COVID 19 Pandemic. While we have congratulated the Victorian Government for its leadership, financial investment, and unshakable commitment to the safety and health of the community, a lack of strategic coordination with the multicultural sector has led to negative consequences in terms of the effectiveness of the overall response.

The Victorian Government has been prepared to listen to feedback and as such we commend it on its recent announcement of an additional $14.3 million in funding to support multicultural communities. This funding to support the front line role that many multicultural organisations are playing in supporting migrant and refugee communities during this time is significant, as is the establishment of a CALD Communities Taskforce. ECCV looks forward to the Taskforce finding ways to provide a seat at the table for multicultural communities, so that the same mistakes are not repeated.

Over the past month, ECCV has partnered with WorkSafe Victoria to help develop communications materials to keep migrant workers safe under the challenges imposed by the pandemic, particularly for people in insecure and high-risk employment. We thank those organisations from across the legal, union, community and business sector that helped inform the development of these resources and we look forward to seeing WorkSafe implement this work.

ECCV has partnered with Local Government Victoria-appointed communications agency Ellis Jones for the It’s Our Time campaign to encourage and support more women, including women of colour, to nominate for upcoming local council elections. We also partnered with Victoria University and Centre for Multicultural Youth to present online forums throughout August that focused on many of the issues currently being faced by international students who continue to be denied social and economic safety nets by the Commonwealth Government in the midst of this unprecedented crisis.

We are very pleased to announce that ECCV, with the support of the Victorian Responsible Gambling Forum, will host a Gambling Harm Forum (online) in September. This will feature Dr Charles Livingstone as a keynote speaker along with a range of other professional and community voices. I highly encourage our members and stakeholders to attend this event and be part of the dialogue on how we can prevent gambling harm within multicultural Victoria.

These are just some of the many activities, events and initiatives that ECCV has been participating in over the past month, and I thank our team for their ongoing and tireless efforts in advocating for and supporting culturally diverse communities at this difficult time.

It’s Our Time: Backing Women To Stand For Council

It’s Our Time’ is a campaign for reaching, motivating and supporting potential female candidates for local council election in 2020.

By connecting women to their peers through online networks, mentoring and webinars, and by providing practical guides to nominating, campaigning and representing communities as a Councillor, It’s Our Time supports any woman, of any age, from all across Victoria to gain the know-how, skills and confidence to take her place at the table of some of the biggest decisions of our generation.

Candidates must nominate from 17-22 September 2020. The elections will be held on Saturday 24 October, 2020.

The campaign is being delivered by Ellis Jones, in partnership with ECCV and others, through a grant from Local Government Victoria under the Victorian Government’s Safe and Strong: A Victorian Gender Equality Strategy.

New Project Developing Culturally Responsive After Hours Primary Care

The project aims to improve the responsiveness and accessibility of the primary health system in collaboration with the NWMPHN.

ECCV has been funded by the North West Melbourne Primary Health Network (NWMPHN) to develop a culturally responsive best practice framework for its commissioned primary health providers.

ECCV is working in partnership with Community Owned Primary Health Enterprises to undertake this work. Our team will be looking specifically at positive examples across the primary health system, including from mental health, alcohol & other drug and general practice, as well as the experiences of CALD communities of using after-hours health services in the central, western and northern parts of Melbourne. 

ECCV will start recruiting participants living in central, western or northern parts of Melbourne for online focus groups in September and October.

Older Persons Advocacy Network (OPAN)

ECCV is currently working with Older Persons Advocacy Network (OPAN) to support ethno-specific organisations in Victoria, in their promotion of The Older Persons COVID-19 Support Line (OPCSL) within their communities.

Some older people are more vulnerable to COVID-19 but less connected to the internet and in need of ways to access information for their circumstances. The Older Persons COVID-19 Support Line provides information and support.

Policy Issues Briefs: Impacts of COVID-19 on mental health, employment, social cohesion and ethnic seniors' clubs

The latest ECCV Issue Brief is informed by inputs from CALD seniors’ clubs and ethnic seniors’ federations and highlights the protective role they play in supporting communication and providing emotional and physical health support to their members. ECCV found that while ethnic seniors’ associations are effective community connectors that are sustained by the dedication and commitment of their members, the pandemic has heightened the threats to the organisational survival of many.

Honouring people and organisations that have strengthened the state’s multiculturalism.

Nominations are now open for the Victorian Multicultural Awards for Excellence, which pay tribute to champions of diversity and others who have supported Victorians from culturally and linguistically diverse backgrounds.

The Victorian Multicultural Awards for Excellence were first held 19 years ago, recognising the state’s strong diverse history and many Victorians that contribute to it.

The annual awards will look different in 2020 – not just due to the pandemic – but also because they will feature seven new categories reflecting the many fields in which diversity is being embraced.

It includes the Community Response and Recovery category to honour the remarkable efforts of those who have assisted during the coronavirus pandemic and the bushfires of early 2020.

In 2020, the category of Meritorious Service to the Community will not be included in these awards and will be transformed into a separate honour roll in March 2021 during Cultural Diversity Week.

The Victorian Refugee Awards will also be re-introduced to acknowledge the contributions and achievements of Victorians from refugee backgrounds.

Victorians can now be nominated for either paid or voluntary work across 15 categories:
Award recipients will be honoured during an online ceremony hosted by the Victorian Multicultural Commission later in the year.

Pause on Evictions Extended and Extra Renter Protections introduced (residential and commercial)

The Victorian Government will extend a ban on evictions and rental increases until the end of the year, increase assistance and ensure tenant turnover is taken into account in rental negotiations – giving tenants certainty and security they won’t lose their home or workplace during the pandemic.

Escaping harm - even during curfew hours is OK

Community leaders dealing with matters of family and domestic violence need to be aware that those escaping harm can do so even during the curfew hours of 8pm-5am.

Anyone can leave their home at anytime to escape family or domestic violence.

Safe Steps Family Violence Response Centre is Victoria’s statewide first response service for women, young people and children experiencing family violence.

Stakeholders in the Indigenous space in Port Phillip are meeting regularly to assess need but it is obviously difficult to engage ‘face to face’ during this period.

National NAIDOC Week is in November and City of Port Phillip is developing online content to complement the week.
 
The evaluation report for City of Port Phillip’s most recent Reconciliation Action Plan is being finalised, and a third Reconciliation Action Plan will be drafted this year.
 
A highlight this week was a 7.30 Report story on the ABC featuring Benson Saulo, the first Indigenous Consul General representing the Australian Government, based in Houston. Amazing young man, and brilliant achievement, really awe inspiring!

Indigenous Literacy Day | Wednesday 2 September 2020
The Indigenous Literacy Foundation (ILF) is celebrating their national Indigenous Literacy Day on virtually so people can take part via ILF’s YouTube channel YouTube Live Premiere at 12.30 pm. PECAN | WEBINAR | The Gas Fallacy: Why we need a renewable led recovery for our climate, health and economy | Tuesday 15 September 2020 | 7-8.30pm

Drought, floods and the recent catastrophic bushfires have brought home the reality of the climate crisis to Australia – the burning of fossil fuels is destroying our world. 

The Covid-caused recession creates an opportunity to transition rapidly to renewables as part of economic recovery, but the federal government maintains a gas-led approach to recovery is necessary. This is despite the fact that gas produces unacceptably high greenhouse emissions and that renewables are now cheaper than fossil fuels.

Expert panellists will help us understand the proposal for a so called gas-led recovery, and how an alternative renewable led recovery would work. Followed by Q&A and Action Sessions. This forum is supported by many other climate action groups throughout Melbourne’s South East, from Melbourne Central to Western Port Bay and The Mornington Peninsula.

Panellists:
  • Professor Penny Sackett is Professor at the Climate Change Institute, ANU and was previously Australia’s Chief Scientist. She will speak about the impact of plans for gas expansion on greenhouse gas emissions and the climate.
  • Dr George Crisp, a GP and WA Chair of Doctors for the Environment Australia, will speak on the less well known effects of gas on people’s health.
  • Mark Ogge, Principal Advisor and gas expert at the Australia Institute will speak on The National COVID Coordinating Commission’s plans as well as the renewable alternatives to gas.
  • The webinar will be moderated by Esther Abram, Consultant and Strategic Advisor at Estuary Resources and formerly the inaugural CEO at the Moreland Energy Foundation and Director of Environment Victoria.
The Issues
The speakers at the webinar will cover these questions: 
  • What impact on Australia’s greenhouse gas emissions would an expansion of gas have on the climate? 
  • What impact would it have on people’s health? 
  • Why is the Australian government supporting this gas expansion? 
  • Do we actually need more gas?  Can the transition to renewables be achieved without gas?

Why This Webinar?
This important webinar will give us all the opportunity to learn more about gas and its impacts, and the government’s plans. It will also be an opportunity to make our voices heard to our parliamentary representatives before the federal budget, on 6 October.  Many of Melbourne’s south east federal seats are held by Commonwealth Government members– some being key ministers.

A Call To Action
Climate for Change will be present to guide participants to engage with their local MPs through a letter writing activity. Our voices combined, can matter.
