VMC | UPDATING | Concert for Ukraine, submit a photo to Victoria's first multicultural photo comp and more | Wednesday 20 April 2022

[Edited extract from public address]

This month we have observed Ramadan, Passover, Easter and Baisakhi along with many New Year and cultural celebrations such as Songkran, Sinhalese New Year, Puthandu, Theravada, Khmer New Year and Kha b-Nisan.

Message from the Chairperson

I hope we can all recognise and appreciate the significance of the rich cultural and religious celebrations that have taken place. There is so much that binds us here in our multicultural and multifaith state. It is this common thread that has helped us to look out for one another, support each other and keep us all informed of public health directions.

I am proud to be part of this common thread. I hope you are too.

Whilst we embrace these celebrations and festivities, we are mindful of the difficult situation in Ukraine that has not improved. We have seen and heard this from many faith leaders throughout Victoria. I invite you to join the Ukrainian community in their fundraising appeal, Concert for Ukraine, on Saturday 7 May at the Melbourne Town Hall. You can find more information on this event in the newsletter below.

As we have seen during the pandemic, looking out for one another is what keeps our ties strong. Whether during hardship or celebration, I am always inspired to see the strength of these ties.

Take care, and keep up the COVID safe measures.

Recognition Matters | nominations close on Thursday 28 April 2022

The Australian Honours and Awards system includes awards such as the Medal of the Order of Australia (OAM), and recognises the outstanding services and contributions of Australians.

Recipients come from all states and cultural backgrounds, but only 30% of nominations are for women. Recognition Matters is a Victorian campaign that seeks to change that.

The campaign features our Chairperson Viv Nguyen, who reflects on her contributions to our community and how you can't be what you can't see.

There are so many women with unique skills and experience enriching multicultural communities across Victoria. Acknowledging their contributions would place their achievements on the public record and create more visible role models.

We encourage you to elevate the impact and influence of an outstanding woman in your life by nominating her for an Australian Honour and make a difference today.

VMC | UPDATING | Refugee Awards, Capturing Culture and Highlights from the Multicultural Gala Dinner and more | Wednesday 30 March 2022

[Edited extract from public address]

Message from the Chairperson

I am hoping to focus on the Refugee Awards this week and ask for your help to nominate someone from the refugee community. We all know at least 10 and the outstanding contributions they make to this state despite the barriers, challenges and trauma they carry. The candidates can be nominated again. The rationale is visibility. We have all said representation matters, visibility matters, lived experience matters. So let’s bring forth the contributions made by refugees who call this country home by nominating them.

Please also read further for the Capturing Culture photography competition and the Film Festival submissions. The world of cultural diversity is ever vibrant and full of activity.

If you’re out and about, please take extra care with covid safe measures and, as ever, please reach out if you need help.

Take care,

VMC | UPDATING | Victorian Multicultural Awards for Excellence open for nominations, In-language vaccine eligibility checker | Tuesday 20 July 2021

[Edited extract from public address]

For some of us, it gets easier each time; but for others, it only gets harder. A lockdown can mean losing casual shifts that you rely on to pay rent, it can mean you can't operate your business, and it can mean you miss precious moments with family members in care.

Message from the Chairperson

My thoughts are with you all during this lockdown.

It's also difficult to cope with the great uncertainties the situation gives rise to. If you're struggling, I encourage you to revisit the Lockdown Support message I sent through last week. You are not alone.

For some of us, one positive thing lockdowns can provide is a chance to reflect on life and the people that matter to us. If you find yourself with a moment to spare, perhaps you can think about the people and organisations that have supported you.

Who comes to mind? Over the last year, so many Victorians have done incredible work to champion and protect multiculturalism in difficult times. These people are not asking for recognition, but it's still nice when it comes. That's why we host the Victorian Multicultural Awards for Excellence annually. It's our biggest awards program and it's now open for nomination. Please read through the 15 categories, and submit your nominations as soon as possible.

In other good news for multiculturalism in Victoria, the Victorian Public Sector Commission is piloting an intern program for refugee and asylum seekers. It aims to address the challenges and barriers that refugee and asylum seeker university students face in gaining employment experience in Australia.

Employment is a crucial step towards a fulfilling life in Australia for new migrants. This program will offer public service employers the chance to employ interns of asylum seeker background who are eager to use their skills to serve the community. Initiatives like this are a win-win and we hope to see more of them.

Also in this week's update, we've got an in-language vaccination eligibility checker, opportunities for diverse people on government boards, and an online event featuring one of our commissioners.

Finally, I would like to say Eid Mubarak to anyone observing Eid al-Adha. I understand it is disappointing that we can't all be together in-person. I hope you can still find ways to share this special time with loved ones by calling or meeting online. We're all looking forward to when we can come together again.

Take care and stay safe.
Viv Nguyen AM, Chairperson

Victorian Multicultural Awards for Excellence | now open for nomination

The Victorian Multicultural Awards for Excellence recognise the outstanding achievements of people and organisations who strengthen multiculturalism across 15 categories.

The awards are proudly coordinated by the Victorian Multicultural Commission, and are now open for nomination. To learn more about the program, browse the categories and nominate someone, click the button below.

Take on refugee and asylum seeker interns

The 2021 Victorian Government refugee and asylum seeker internship program is seeking expressions of interest from employers across the public service who would benefit from taking on an intern.

The program is expected to act as a pathway to jobs in the public service by providing interns with paid work experience and networking opportunities to help them reach their potential.

The Victorian Public Sector Commission will work with CareerSeekers to match interns to suitable roles. Managers are supported to onboard and develop their intern and applicants are supported with assistance before and during the placement.

Employers can express interest in taking an intern until 5pm Friday 13 August 2021.

LGBTIQ+ Taskforce and Working Groups now receiving expressions of interest

The Victorian Government values and celebrates diversity. It affirms the right to equality and fairness for lesbian, gay, bisexual, trans and gender diverse, intersex and queer (LGBTIQ+) Victorians and is working to progress equality for LGBTIQ+ communities.

Up to nine community members will be appointed to the LGBTIQ+ Taskforce and to each of the working groups. Anyone interested in being a member of the taskforce or working groups can apply. Applications are encouraged from people of all ages, Aboriginal and Torres Strait Islander people, people with disability, and people from culturally and linguistically diverse backgrounds.

This is an important opportunity to help build understanding of issues affecting LGBTIQ+ Victorians and to shape the development and implementation of the Government’s policies and initiatives.

Arm yourself against COVID-19

The Australian Government has launched a new campaign to encourage eligible Australians to be vaccinated against COVID-19.

The Arm Yourself campaign urges Australians to protect themselves, their loved ones, the people they care about, and the wider community by getting the COVID-19 vaccine.

Use the COVID-19 vaccine eligibility checker in 15 languages to find out when you can book your vaccination and arm yourself.

Contribute to new Secure Work Pilot Scheme

Many working Victorians regularly face the tough decision of choosing between a day’s pay, and their health or the health of someone they care for.

That’s why the Victorian Government is developing the Secure Work Pilot Scheme, an initiative that will explore how economic security can be improved for Victorians working in casual or insecure jobs by providing access to sick or carer’s pay.

You can now have your say in the development of this program, by submitting your ideas, sharing your stories or taking part in surveys. Every voice counts – workers, businesses and unions are all being encouraged to share their views.

ECCV hosting multicultural mental health forum – featuring commissioner Judy Tang | Tuesday 27 July 2021 | 10.30am-12.30pm

Join the Ethnic Communities' Council of Victoria's (ECCV) upcoming online forum, Multicultural Mental Health: The Road Ahead for an important discussion with Steve Dimopoulos MP, Parliamentary Secretary for Mental Health, and an expert panel.

The panel will include Paris Aristotle AO, CEO of Foundation House, Dr Francis Acquah, a leading multicultural mental health clinician, and our very own VMC Commissioner Dr Judy Tang, clinical neuropsychologist at Jurmaine Health.

This is an important opportunity for sector stakeholders and community members to discuss how to have a voice in the reform process to ensure Victoria's mental health system can be culturally safe, equitable and inclusive for migrant and refugee communities.

Respect Victoria seeking to appoint diverse, representative board

Respect Victoria, an independent statutory authority dedicated to the prevention of all forms of family violence and violence against women, is appointing a new board chair and board directors.

The Board is responsible for the strategic oversight and management of Respect Victoria. The Board will reflect the diversity of Victoria’s community with applications encouraged from people with lived experience of family violence, Aboriginal people, people with disability, people from culturally and linguistically diverse and LGBTQI+ communities.

Give feedback on government review into social housing

The Victorian Government has commissioned an independent Social Housing Regulation Review. The review aims to identify future regulatory arrangements that will best support the long-term interests of social housing residents and their communities. It also aims to best position social (and affordable) housing for growth and transformation over the coming decades.

Several discussion papers will be released, each on a specific theme. The papers will cover current arrangements and a range of issues. They will also ask questions about these arrangements and issues.

You are invited to make a submission to the review in response to the discussion papers, which are available here.

VMC | UPDATING | New federal multicultural grants, Community consultation for volunteers | Tuesday 13 July 2021

[Edited extract from public address]

The easing of restrictions has allowed Victorians to start meeting up in person again. This is great for our multicultural communities.

Message from the Chairperson

We have all discovered innovative ways to stay connected through technology over the last 16 months, but coming together in the same space is still so special.

Yesterday, I attended the Installation of the new Bishop for Ukrainian Greek Catholics in Australia, New Zealand and Oceania. It was a privilege to witness such an important moment for this faith community in the beautiful SS. Peter & Paul Ukrainian Catholic Cathedral.

I hope we all follow the public health guidance, check in with QR codes and get vaccinated if you're able to, so we can continue to meet in special places for important moments like these.

We've got a packed Community Update this week.

This Thursday, 15th of July, we'll be holding a COVID-19 Community update for the multicultural and multifaith community members. You'll have an opportunity to ask questions about vaccines, QR codes, restrictions & more.  Register in advance for this meeting.

The Premier's Sustainability Awards are now open – they recognise and celebrate Victorians who are leading the way to a sustainable future.

The Victorian Government has developed a draft Victorian Volunteer Strategy as well, which is now open for feedback. Volunteers are indispensable to multicultural communities, and this strategy hopes to ensure the enriching pastime of volunteering continues to thrive.

We also have announcements of two federal grant programs – the Safer Communities Fund and the CALD COVID-19 Health Small Grants Fund.

Further, we can share that the Australian of the Year Awards are now open for nomination; we have information on wage theft and the importance of the flu shot; and a dementia awareness film project is still seeking feedback from Spanish and Vietnamese speakers.

Take care and stay safe.
Viv Nguyen, Chairperson

COVID-19 Multicultural & Multifaith Forum

We're holding another fortnightly update with the Department of Health to keep our communities informed about QR Codes, Vaccines, requirements if entering from other states and more.

You'll have the ability to ask questions to a panel of experts. You can also pre-ask your question when you're registering. After registering, you will receive a confirmation email containing information about joining the meeting. Registering helps us inform future outreach work.

Minister for Disability, Ageing and Carers, the Hon Luke Donnellan and Parliamentary Secretary for Carers and Volunteers, Anthony Carbines MP, will be conducting a community consultation to hear from volunteers, community members and organisations to inform development of the Victorian Volunteer Strategy.

Grant alert: Safer Communities Fund + CALD COVID-19 Health Small Grants Fund

Applications for the latest round of grants from the Safer Communities Fund are now receiving applications. The program will give schools and pre-schools, places of religious worship, community organisations and local councils grants of up to $500,000 for crime prevention initiatives aimed at reducing crime, violence, anti-social behaviour and other security risks driven by racial or religious intolerance.

In another opportunity, the Federation of Ethnic Communities’ Councils of Australia (FECCA) is working with the Australian Government and other organisations to administer the CALD COVID-19 Health Small Grants Fund. This Fund will help multicultural community groups to lead grassroots communication activities around COVID-19 and the vaccination rollout, targeting CALD communities.

Protect yourself and others this flu season

In the past year, we’ve learned a lot about how to stay safe and stay healthy. We know to wash our hands properly and sanitise often. We know to stay at home if we don’t feel well and to keep our distance from others.

But even with these precautions, the seasonal flu is still a concern. And the best way to avoid it is to get your flu shot. So, to protect yourself and the people you love this flu season, don’t forget your flu shot.

Wage theft is now a crime in Victoria

From 1 July 2021, it became a crime for an employer in Victoria to dishonestly withhold wages or other employee entitlements, such as allowances, annual leave and long service leave. It also became a crime to falsify employee entitlement records to gain a financial advantage.

Wage Inspectorate Victoria provides information about these laws to ensure employers and workers know their rights and obligations, and holds to account those who break the law.

Read through the Wage Inspectorate Victoria website for information about wage theft, long service leave, child employment permits and more. You can follow them on Facebook, where they post translated materials.

VMC | UPDATING | Community on Regional Advisory Council nominations open, Viv receives Queen's Birthday honour | Tuesday 15 June 2021

[Edited extract from public address]

Our shared commitment to following the public health guidance has helped minimise the community transmission of COVID-19 and put our state in a great position to continue relaxing restrictions.

Message from the Chairperson

I hope you all enjoyed the long weekend.

I'm excited to think about many of the cultural events and meetups that may be able to go ahead in the coming months, including our very own Refugee Awards ceremony and the Multicultural Film Festival gala.

Speaking of the film festival, submissions close this Sunday! If you or someone you know has made a short film that explores themes of diversity and inclusion and meets the criteria, please submit as soon as possible.

I am pleased to announce that expressions of interests are now open for new members of our Regional Advisory Councils (RAC).

RAC Members are the VMC's eyes and ears, keeping commissioners informed about the issues that matter to multicultural communities. Their insights and ideas help us to influence and shape legislation and improve government and community services. We value our RACs so much, and hope you will consider becoming a member yourself.

Also in this week's update:
  • You can now read the Commission for Children and Young People's inquiry into the Victorian youth justice system. It calls for wholesale changes to the system as it stands today.
  • Women can apply to join the Women's Board Leadership Program. It is a scholarship that will give successful applicants board governance training and help them build important networks.
  • This coming Thursday, the VMC will partner with the Department of Health to run a multicultural and multifaith community forum focusing on pandemic-related issues. The session will cover the vaccine, QR codes, testing and support available. You will have the chance to ask the questions that are most important to your community.

Finally, on a personal note, I am humbled to become a Member of the Order of Australia (AM), as part of the Queen's Birthday honours list. The AM was awarded to me in recognition of 'significant service to the multicultural community of Victoria'.

I share this recognition with the many community members and colleagues that I have had the privilege of meeting and working with over the years.

There are many members of Victoria’s diverse communities who have also been recognised. I extend the VMC’s heartfelt congratulations to all, including former Commissioner, Teresa de Fazio; and former Chairperson of the Ethnic Communities’ Council of Victoria, Phong Nguyen, who both received OAM honours.

Of course, there are many others within our communities who deserve acknowledgement for their contributions and dedication to this state and nation. The VMC will continue to advocate for such honours to be reflective of our incredible multicultural diversity.

Take care and stay safe.
Viv Nguyen, Chairperson

Regional Advisory Council | nominations open, to be submitted online and close Friday 23 July 2021

Victorians from diverse backgrounds are encouraged to join one of the Regional Advisory Councils that help guide the Victorian Government’s work supporting multicultural communities.

There are eight Regional Advisory Councils from across the state. They provide critical, on-the-ground insights into issues that matter to multicultural communities – including migrant and refugee settlement services, employment, education, housing, citizenship and connection to culture.

The Councils also help identify potential solutions and strategies for achieving change, and provide a forum for other organisations and government bodies to engage with local multicultural communities.

Their work helps the VMC influence policy, and improve government and community services.

We are seeking community members, business and local government representatives and service providers to achieve a balance of experience, diverse backgrounds and expertise.

We strongly encourage people from culturally, linguistically and religiously diverse backgrounds, including established and new multicultural communities, refugees and people seeking asylum to apply. Members are appointed for two-year terms.

Final call for entries to the Multicultural Film Festival

The VMC's Multicultural Film Festival submission period is closing soon! You or your networks have until 20 June to submit a short film to be in contention for some brilliant prizes.

Shortlisted films will be screened at a gala awards presentation at the Australian Centre for the Moving Image (ACMI) in Federation Square in August.

We are seeking creative short films about cultural diversity and multiculturalism. The stories the films tell can be made by and/or be about people from any cultural background.

Prizes include:
  • Tips and ideas industry session from SBS Head of Unscripted, John Godfrey.
  • Industry session with SBS Content Industry Diversity Manager, Michelle Cheng.
  • An internship with Mushroom Creative House, a creative agency and production house that has unparalleled access to the music and entertainment worlds.
Visit filmfreeway.com/MulticulturalFilmFestival to read the terms and conditions before uploading your submission.

This Thursday at 7pm, the Victorian Multicultural Commission and the Department of Health are holding a multicultural and multifaith briefing to talk through vaccine, QR codes, testing, support available and more.

Women's Board Leadership Program applications open

The Office of Women has launched the 2021 Women's Board Leadership Program, which will offer scholarships for Victorian women to access board governance training.

The initiative is part of the Victorian Government’s commitment to advancing gender equality across all aspects of Victorian society, as outlined in Safe and Strong – A Victorian Gender Equality Strategy.

The Women’s Board Leadership Program will provide board governance training and network building to enhance gender representation in decision making on government and not-for-profit boards.

Scholarships are offered for participation across three streams:
  • Starting with board skills: For women without prior governance experience.
  • Strengthening board skills: For women with between one and three years’ experience serving on government or not-for-profit boards.
  • Mastering board skills: For women with more than three years’ experience serving on government or not-for-profit boards or committees of management.

Report calls for ‘re-imagined’ youth justice system

The Commission for Children and Young People has completed its inquiry into the Victorian youth justice system.

The Our youth, our way report was tabled in Parliament earlier this month. The report made 41 findings and 75 recommendations, which the Commission says should be implemented within five years.

‘In making our recommendations, we have listened to those most affected by them, and those most at risk of continued inaction – Aboriginal children and young people,’ said Justin Mohamed, Commissioner for Aboriginal Children and Young People.

‘We have also listened to families, communities, and the agencies that too often work in a disconnected way with children and young people, leading to fragmented and ineffective responses,' he also said. 'Agencies must work together much more effectively if we are to achieve a holistic approach to the justice system that takes into account all the ways it touches and damages or nurtures the lives of Aboriginal children and young people.’

VMC | UPDATING | Community on People aged over 50 now eligible for COVID-19 vaccine in Australia, guidance for Eid celebrations | Tuesday 4 May 2021

[Edited extract from public address]

It's May already, and many of us are likely feeling that the year is flying by again.

Message from the Chairperson

For the VMC, we have some of our biggest events falling in the second half of the year, including the Refugee Awards, the Multicultural Film Festival, the Multicultural Awards for Excellence and the Premier's Gala Dinner

Nominations for the Refugee Awards have now closed and it is time for our judging panel to review the submissions. We thank everyone who nominated. We've read some fascinating stories of refugee and asylum seekers who are proud of the lives they have built in Australia. We look forward to sharing these stories with you in June.

There is still plenty of time to submit a short film for our Multicultural Film Festival. If you know of any filmmakers who have worked on, or want to create, a short piece that touches on cultural identity in Australia, please let them know about this great opportunity to have their work seen by a diverse audience.

I would also like to share with anyone who may not be aware, if you're aged over 50, you are now eligible to receive the COVID-19 vaccine in Australia. There are 22 vaccination centres open across Victoria. You can read the full eligibility details, learn how to book your vaccination, and view translated information about COVID-19 vaccines.

Elsewhere in this week's update, we have COVID-safe guidance for the upcoming Eid al-fitr celebrations, some helpful in-language resources for tax time and a website link to the new Mental Health Complaints Commissioner

AMAFHH Federation have also shared some photos and videos from their annual Iftar dinner last month. VMC staff and I attended this special evening. I was particularly impressed by the AMAFHH Youth Media Group's presentation on COVID-safe practices and the vaccine rollout. It's so heartening to see young people who are going out of their way to spread important messages that will protect their community.

Take care and stay safe.
Viv Nguyen, Chairperson

Multicultural Film Festival seeking entries

Film has a unique capacity to connect audiences to other points of view. Though we may have different backgrounds, when we immerse ourselves in stories of cultural heritage and identity, it’s easy to see that there is more that unites us than divides us.

The Multicultural Film Festival showcases short films that explore stories of diversity and inclusion.
We support emerging filmmakers from diverse backgrounds and also invite submissions from all filmmakers to produce shorts that explore multiculturalism and promote social cohesion.

Guidance for Eid al-Fitr celebrations

Ramadan is an incredibly important time for Muslim Victorians. Eid celebrations mark the end of this sacred period of reflection and devotion.

This year, Eid will be a joyous time for families to gather and for meals to be shared in person again. But as we celebrate, we need to remember to keep doing the things that keep us safe. That means getting tested if you have any symptoms, washing your hands regularly and carrying a face mask with you at all times.

If you're hosting an event, using a QR code check-in system is also essential.

In-language tax time resources

It's not long until the end of the financial year, and many Australians are already thinking about getting their tax deductions in order. The Australian Taxation Office (ATO) has many great resources to help you, and they've made them available in many different languages.

Some of the topics covered include:
  • Help for your first tax time – information if you're new to Australia.
  • How to get ready to do your tax return – a checklist of what you might need for your tax return.
  • Steps to make doing your tax return easier – a guide to help you do your tax return.
  • Get free help to do your tax return – information about the ATO's Tax Help service.
  • Good recordkeeping makes tax time easier – tips for keeping good tax records.
  • Occupation and work-related expense guides – to help you work out what expenses you can claim as a deduction on your tax return.
  • Read the resources

Mental Health Complaints Commissioner launches new website

The new website for the Mental Health Complaints Commissioner aims to make it simpler for consumers, families, carers and support people to make a complaint about a Victorian public mental health service.

If you had a negative experience and would like to share it, it is your right to make a complaint to the Commissioner. Speaking up can improve the mental health system for you and other people.

Southern Metropolitan Cemetery Trust seeking volunteers for advisory committee

The Southern Metropolitan Cemeteries Trust (SMCT) administers nine cemetery locations within metropolitan Melbourne and touches more than half of Victoria’s grieving families who have experienced loss.

Central to the service is the involvement and representation of the diverse cultures and communities that live in and around Greater Melbourne.

SMCT is currently seeking to appoint voluntary members to its Community Advisory Committee, which meets a minimum of four times a year.

VMC | UPDATING | Community on translated materials for seasonal workers, rent relief advice for small businesses, state of volunteering report | Friday 6 November 2020

[Edited extract from public address]

Celebrating the seventh day of zero coronavirus (COVID-19) cases in a row in Victoria

Message from the Chairperson

I thank all members of our community for your hard work in staying vigilant. Everyone has played an important role in getting us to this point and I encourage you to continue to enjoy the easing of restrictions safely and responsibly.

However, we need to remain diligent to continue this success. It is important to continue to get tested, even for the mildest of symptoms, and to stay home until you get your result.

The Commission has been busy attending Local Partnership Steering Committee meetings across Victoria. These meetings are helping to inform local government work with culturally and linguistically diverse (CALD) communities in response to coronavirus (COVID-19), as part of the implementation of a number of initiatives arising out of the CALD Communities Taskforce.

We have also recently tabled our Annual Report for 2019-2020. I am immensely proud of the way we worked with diverse communities through the highs and lows of the year. On behalf of the Commission, I thank everyone who has championed diversity in Victoria this year.

This week, we are sharing in-language coronavirus (COVID-19) testing information for seasonal horticultural workers and fact sheets on rent relief advice for small business tenants and landlords.

I am delighted to congratulate our VMC Commissioner, Tina Hosseini, on her appointment to the inaugural Fire Rescue Victoria (FRV) Strategic Advisory Committee.

I would also like to congratulate Anthony Carbines MP as Chair of the Implementation Committee for the Victorian African Communities Action Plan. I look forward to a collaborative partnership to support Victoria’s African communities.

Lastly, Volunteering Victoria have released their State of Volunteering report. This research will help to demonstrate the many social, cultural, and economic benefits that volunteering contributes to Victorians.

Stay well and look out for each other,

Viv Nguyen, Chairperson
